Oregon CHL Renewal Guide: How to Renew Your Concealed Carry License

Your Oregon Concealed Handgun License (CHL) is valid for 4 years. After that, you must renew it to continue carrying legally.

This guide covers the complete renewal process, costs, timeline, and what to do if your license has already expired.

Quick Facts

  • Renewal cost: $50 renewal fee + $15 training certificate (if required)
  • When to renew: 45 days before expiration (earliest)
  • Grace period: None - if expired, you cannot carry
  • New training required: No (unless expired more than 1 year)
  • New background check: Yes (FBI + Oregon State Police)
  • Processing time: Same as initial application (15-45 days)

When to Renew Your Oregon CHL

Renewal Window

You can renew your CHL up to 45 days before your expiration date.

Example:

  • Expiration date: June 15, 2026
  • Earliest renewal date: May 1, 2026

Check your expiration date: It’s printed on the front of your CHL card.

Why Renew Early

No grace period exists. If your CHL expires:

  • ❌ You cannot legally carry concealed (even for 1 day)
  • ❌ Carrying with an expired CHL = carrying without a license (Class A misdemeanor)
  • ⚠️ Late renewal may require new training

Best practice: Apply 60 days before expiration to account for processing delays.

  • Same $50-65 fee
  • Same background check

BUT you cannot carry until new CHL is issued.

  • No training required
  • Cannot carry from Jan 1 - approval date

Expired 1-3 Years

Training required.

Process:

  • Complete handgun safety training (online OK)
  • Submit renewal application with training certificate

  • Same background check
  • Processing time: 15-45 days

What this means:

  • You need a new training certificate ($50)
  • Total cost: $100-115
  • You cannot carry until renewed

Expired More Than 3 Years

Treated as NEW application.

Process:

  • Complete handgun safety training
  • Apply as NEW applicant (not renewal)
  • Full fingerprinting (if not on file)
  • Full background check
  • Higher fees in some counties

Cost:

This is effectively starting over.

Changes to Your CHL

Name Change (Marriage, Divorce)

If your name has changed since your last CHL:

Required:

  • Bring legal proof (marriage certificate, court order)
  • Sheriff will update records
  • New card issued with updated name
  • No additional fee in most counties

Address Change

Within same county:

  • Notify sheriff within 30 days
  • Some counties charge $15 update fee
  • Others update for free

Moving to different county:

  • Transfer CHL to new county sheriff
  • Pay transfer fee (~$15)
  • Update address
  • No new background check needed

Moving out of Oregon:

  • Oregon CHL may remain valid depending on your new state
  • Check reciprocity laws in new state
  • Some states accept non-resident Oregon CHL

Common Renewal Questions

Can I renew online?

No. Oregon requires in-person renewal at the sheriff’s office.

You must appear in person to:

  • Submit application
  • Pay fee
  • Background check verification

Can I renew in a different county?

No. You must renew in your county of residence.

Exception: If you live on a county border and work in another county, some sheriffs may allow it. Call ahead.

What if I’m denied renewal?

Rare, but possible reasons:

  • New disqualifying conviction since last application
  • Outstanding warrant
  • Failed background check
  • Incomplete application

If denied:

  • Sheriff must provide written reason
  • You can appeal in circuit court within 30 days
  • Fix the issue (if possible) and reapply

Do I need to retake the test?

No. Oregon does NOT require a written test or practical test for CHL.

If your license expired >1 year, you need a training certificate, but NO test.

Pro Tips for Smooth Renewal

1. Renew 60 days early Avoid processing delays and ensure continuous carry authorization.

2. Set a calendar reminder Add a reminder for 60 days before expiration when you first get your CHL.

3. Update your address immediately If you move, notify the sheriff within 30 days. Address mismatches can delay renewals.

4. Keep your training certificate Even though renewals don’t require training (if on time), keep your original certificate for your records.

5. Photocopy your CHL Before renewing, make a copy for your records. Useful if renewal is delayed.

6. Rural counties are faster If you live near a county border, some smaller counties process renewals in 10-15 days vs 30-45 days in urban counties.

What’s New in 2026?

Measure 114 Status

Oregon voters passed Measure 114 in 2022, which included:

  • Permit-to-purchase requirements
  • Magazine capacity limits (10 rounds)

As of February 2026:

  • Legal challenges continue
  • Implementation remains on hold
  • CHL renewal process UNCHANGED

Impact on renewals: None currently, but monitor for updates.

Enhanced Background Checks

Some counties now use:

  • Digital fingerprinting (faster processing)
  • Real-time FBI checks (reduces wait times)

This may speed up renewal processing in your county.

After You Renew

When your new CHL arrives:

  1. Verify all information is correct

    • Name spelling
    • Address
    • Photo
    • Expiration date (should be 4 years from renewal date)
  2. Destroy your old CHL

    • Cut up the old card
    • Don’t keep expired cards
  3. Update your records

    • Notify your employer (if required)
    • Update concealed carry insurance (if you have it)
  4. Set a reminder for next renewal

    • Add to calendar: 60 days before new expiration date
